Perspectives épistémologiques sur les politiques publiques de recherche

Qui doit décider, et comment, des priorités de la recherche scientifique ? À cette question, il est tentant de répondre spontanément : les savants eux-mêmes. La liberté de chercher n'est-elle pas nécessaire à la production de connaissances nombreuses, de bonne qualité, et utiles ? À ce titre, n'est-elle pas un principe fondamental des sciences contemporaines ? Toutefois, force est de reconnaître que ce principe doit s’accommoder des contraintes imposées par la sphère socio-économique dont le champ scientifique tire ses ressources. Dans les faits, l'autonomie scientifique et la liberté de recherche sont ainsi des réalités mouvantes, historiquement situées. Caractériser leur rôle dans la dynamique de production des savoirs est devenu un enjeu majeur pour élaborer un système de recherche qui soit à la fois épistémiquement fécond et politiquement désirable. Dans cette optique, le présent ouvrage développe une philosophie des sciences d'inspiration pragmatiste, nourrie d'éléments d'histoire des sciences. Il vise ainsi à saisir certains traits de la logique propre de l'enquête scientifique, et de ses interactions avec les besoins émanant du monde social. Il en déduit une conception renouvelée du type de liberté qu'il convient d'accorder aux chercheurs, puis propose un modèle original pour le financement public de la recherche.
