En 1939, au moment où les troupes allemandes envahissent la Pologne, W.L.M. King décide d'imposer la censure au Canada. Dorénavant, les médias devront se soumettre à une réglementation sévère de l'information. De plus, les communications de la population et des militaires pourront être interceptées. Officiellement, la censure a pour objectif d'empêcher que des renseignements utiles ne tombent aux mains de l'ennemi, mais elle vise aussi à protéger le moral de la nation. On comprend aisément que les autorités militaires exercent un contrôle des communications des soldats et des correspondants de guerre pour des raisons de sécurité. La presse, de son côté, constitue un pouvoir que le gouvernement doit ménager et avec qui il finit par s'entendre, pour des raisons patriotiques. Quant à la censure des communications, elle ouvre la porte à des pratiques dignes des gouvernements totalitaires : au nom des intérêts supérieurs de la nation, le gouvernement s'informe des actions des citoyens, analyse leurs opinions politiques et prend connaissance des critiques exprimées à son endroit. Après la guerre, des milliers de dossiers furent rapidement détruits. Avait-on réalisé que la censure était allée trop loin ?
