Ce livre propose une approche nouvelle des conquêtes napoléoniennes et porte l’accent sur l’autre armée de Napoléon, celle de ses fonctionnaires. En effet, l’expansion territoriale sans précédent de la France républicaine et impériale, redoublée par la crue de l’État né de la Révolution, porte en elle des défis majeurs pour les agents du pouvoir en poste dans les départements annexés. Dans un contexte d’opérations militaires, d’occupation française et d’imposition d’un nouvel ordre social et politique, les objectifs ambitieux (compter et prélever, informer le pouvoir et les populations, contrôler et surveiller, rallier et récompenser, réprime et punir… ) suppose un puissant effort de recrutement de personnel de tout rang. Or ce recrutement massif s’annonce délicat puisqu’il doit concilier des exigences contradictoires (loyauté politique et compétence professionnelle, expérience du terrain local et connaissance des lois de la métropole, invention de nouvelles manières d’administrer et nécessité de s’appuyer sur les pratiques antérieures). La diffusion des fondements et règlements du Nouveau Régime dans les départements réunis, face à des populations rétives, met ainsi à nu les ambiguïtés de la dynamique impériale.
