Auteur d'une théorie culturelle de l'évolution qui a marqué son temps (J. S. Mill, Nietzsche, Durkheim, Bergson en furent les commentateurs volontiers critiques), le philosophe et sociologue Herbert Spencer (1820-1903) a depuis été étrangement oublié - sauf pour être parfois caricaturé en apœtre d'un «darwinisme social» cruel aux pauvres. En revisitant exhaustivement les moments et axes forts de sonŒuvre abondante (La Statique sociale, Les Principes de la morale, L'Individu contre l'État...) et se référant constamment aux textes, Yvan Blot entend réparer ces injustices. Spencer est ainsi rétabli en sa qualité de rigoureux penseur d'une théorie sociale, politique et économique fondée sur le principe d'« égale liberté pour tous », le droit naturel des individus et la coopération pacifique volontaire. Selon lui, l'évolution conduit de la subordination vers la coordination, du statut vers le contrat et vers une réduction de l'emprise de l'État.
